Congress gets Internet tax plan

A sweeping and controversial proposal to fence off the Internet from taxes was presented Wednesday to Congress by a congressional advisory commission. Virginia Gov. James Gilmore, chairman of the 19-member advisory commission on electronic commerce, formally handed over the proposals to congressional leaders. The majority report was supported by 10 members, short of the 13 supermajority Congress wanted for recommendations.
